Towards More Transparent and Participatory Local Legislation
As Libya works to rebuild its local institutions, strengthening transparency, accountability, and community participation has become essential for effective legislative and administrative reform.
NOGLD is launching the initiative:
“Enhancing Participatory Democracy in Local Governance Legislation.”
This initiative engages three municipalities—Yefren, Al-Ghreifa, and Seluq—through a participatory process that aims to:
Assess the current state of transparency and participation in local legislation.
Facilitate dialogue among local actors, experts, and civil society.
Develop shared, practical legal proposals that advance good local governance.
Beyond legal amendments, this initiative seeks to embed a culture of openness and citizen engagement within municipalities, ensuring that local governance truly reflects community needs.
Over the coming weeks, NOGLD will share analytical insights and field updates from the dialogue sessions, supporting a reform pathway that elevates the citizen’s voice and strengthens local administration.
Local governance that begins with the community… and returns to it.
