Dialogue session with the participation of the High Council of State

Within the framework of the National Organization for Governance and Support of Local Development’s initiative “Enhancing Participatory Democracy in Local Govrnance Legislation”, the International Humanitarian Law Center in Tripoli hosted a dialogue session on the morning of Saturday, January 10, 2026, in the Center’s hall, with the participation of the High Council of State. The session was dedicated to discussing ways to develop local authority legislation and to strengthen the role of legislative institutions in supporting the principles of transparency, accountability, and community participation. Representing the High Council of State, Mr. Ali Al-Suwaih, Mr. Abdulaziz Hariba, and Dr. Salah Maito took part in the session. The discussions highlighted the importance of enhancing institutional coordination with civil society organizations and the role this plays in supporting legislative reform related to local administration and in consolidating the principles of good governance. The session included an opening address by the High Council of State, which emphasized the importance of institutional dialogue with civil society organizations and its role in improving the quality of legislation related to local governance. The National Organization for Governance and Support of Local Development also presented an introductory briefing on the initiative, outlining its objectives, main pillars, and significance in supporting the path of legislative reform in relation to local administration. The session further discussed the efforts of the High Council of State in reviewing and developing local governance legislation, particularly with regard to strengthening transparency and accountability and expanding the scope of community participation. These efforts aim to improve the performance of local administration units and raise the level of services provided to citizens. At the conclusion of the session, participants reaffirmed the importance of continued cooperation and coordination between the High Council of State and the National Organization for Governance and Support of Local Development, as well as supporting the initiative and its outcomes, in order to reinforce the legislative reform process and contribute to building a more efficient system of local governance that is responsive to citizens’ needs.
