Roundtable in Tripoli Brings Together MPs and Experts to Advance Decentralization in Libya

As part of its ongoing program under the project "Enhancing the Legal Framework for Decentralization in Libya", the National Organization for Governance and Local Development held its second roundtable at the House of Representatives in Tripoli on 1 November 2023. The session brought together members of the Local Governance Committee of the House of Representatives, advisors from the High National Elections Commission for municipal councils, and local governance experts from the Ministry of Local Governance. Discussions focused on finalizing the Local Governance Law and the decentralization system, addressing unresolved issues that require broader dialogue. Topics included criteria for defining local administrative units such as provinces and municipalities, qualifications for staff, the electoral system for selecting officials, and the financing of local units. Participants agreed that the organization should continue its efforts to build greater consensus by consulting experts from different regions and submitting written proposals to the Local Governance Committee.
