Strategic co-operation for local government reform: NOGLD and Coordination of Libyan Parties

Within the framework of the project "Strengthening the Legal Framework for Decentralisation in Libya", the National Organisation for Governance and Local Development Support held a roundtable with the participation of the Libyan Parties Coordination and members of the House of Representatives at the headquarters of the National Action Party in Tripoli, on 28 October 2023. During the session, the vision of the coordination of parties on local governance and the decentralisation system was discussed, in addition to the presentation of the Local Administration Law No. 59 of 2012. Opinions were unanimous on the need to enact new legislation that strengthens the powers of municipal councils and governorates and establishes a decentralised system that facilitates citizens' access to services and increases transparency and accountability. It was also agreed to continue communication and expand the circle of participation, and to submit written proposals to the legislative authority. The OIC welcomed this step and will work to cooperate with all concerned parties to achieve these goals.
