Towards realistic decentralisation: Collaboration between NOGLD and the Parliamentary Committee to Reform the Local Government Law

In the context of its ongoing efforts to strengthen the legal framework for decentralisation in Libya, the National Organisation for Governance and Local Development Support held a roundtable on 10 October 2023 with the Administration and Local Governance Committee of the Libyan House of Representatives, at the House's headquarters in Tripoli. During the meeting, the organisation reviewed the outcomes of previous workshops and presented its vision for drafting a law that regulates the work of local governments at various levels. For his part, the head of the committee discussed the challenges facing the implementation of the Local Administration Law No. 59 of 2012, pointing out that there are gaps and legal conflicts that require the issuance of a new law that meets the requirements of the stage and promotes the decentralisation process. The two parties agreed to continue cooperation, whereby the organisation will provide technical advice to support the work of the committee in preparing an integrated local government law during the next phase.
