Second dialogue session to develop legislation and strengthen local governance in Libya

Within the framework of initiatives to develop legislation to support local governance and the work of municipal councils, the National Organisation for Governance and Local Development Support organised the second dialogue session on Saturday 7 January 2023 at the Victoria Hotel hall in Tripoli. The session was attended by a number of legal and financial experts, local administration specialists, members of municipal councils, former mayors, and civil society organisations. The discussions focused on the legal frameworks for local administration in Libya and the need to amend the Local Administration Law No. 59 of 2012 and its executive regulations. Participants provided important observations on the shortcomings of the current law, and agreed to draft them and submit them to the competent legislative authorities to benefit from them in future amendments. Other laws affecting the performance of municipalities, such as the Labour Law and the State Financial Law, were also reviewed, in addition to the importance of strengthening legislation to protect public funds to ensure transparency and accountability. This session comes as part of the European Union-funded SHARP 2 project, which seeks to support the rule of law and improve local governance in Libya by modernising legislation and enhancing the role of local institutions.
